Solro Tower

I was informed by Salnayil of the Banished Efreeti quest for access into Solro Tower.
Hail Ronar Flametip in pot and follow prompts,he tells you to kill and loot the heart from the Banished Efreeti in ww and return it to him.
Banished Efreeti has a one hour spawn time he can be snared and rooted
and doesnt summon and has low hps( i soloed him easily) also no faction hits.
Return the heart to Flametip and you now have tower access,he asks you to gain key to inner sanctume by killing Soulux Ro.
Im not sure if theres a catch or not seemed awfully easy lol but i was able to zone in now.

Is Sol Ro Tower level-based like Tactics (like you need to be 63+)?

As far as I know, neither Sol Ro or Tactics are level based. I know my cleric was in both of them at level 54.
