i.e. use photoshop to create the ui window to exactly what i want and then have it convert it to xml that the game will recognize..
i've been searching for something like this for a while and have not been able to come up w/ anything..

does anyone have anything that would allow me to do editing to a UI file graphically?

Not anything that I know of Okna. There were a couple of player built editors at one time but not really supported any more once the population in EQ started to decline. About all you can do is xml editing and trial & error.
There's one in development if you want to help write one though...
