I have yet to read that it was a hoax, far as I know dude got scooped.

The scuba diver in the forest was a true event . He was SD'ing about a mile or so off the the coast of cali. around the monteray?? bay area when he got sucked up by the fire fighting people. Talk about bad carma

According to folklorist Jan Harold Brunvand, who discussed the story in Curses, Broiled Again! (W.W. Norton, 1989), it's "popular lore among divers" ? but so far as anyone can determine it has never actually happened. Nor, as a matter of fact, could it happen. The openings of the buckets used to scoop up water by airborne firefighters are too small to accomodate an adult human being.
