You may need to check with your credit union to determine if SoE is a blocked transaction. The bank I work for has blocked certain types of transactions from many states, when using a debit card, including Texas, California and Pennsylvania. Apparently there were many numerous fraudulent transactions originating from those states, so based on the merchant ID type, all signature based (ie - not using your PIN) transactions have been blocked if they originated from a high risk state and match the suspect merchant ID tags.
