It's impossible.

If you apply Euler's Formula to the problem, after some solving, that the smallest number of edges is 10 (edges are the lines in this problem that connect the houses with the utilities).

However, you can only use 9 edges. And, according to graph theory, you can't have 9 and 10 edges at the same time. Thus the problem is impossible to solve in a 2D environment.

I believe it is solvable if could fold the surface to the shape of a doughnut, but as far as the online version of this game, its impossible, so don't waste your time. :P
