You want about 1.5 GB of RAM per EQ instance. In XP it doesn't matter. Vista and later protect that area from user-data writes and expect applications to not store their settings etc. with the program binary.

Did you
a: Put EQ somewhere other than under "Program Files"? (ie: C:/games/EQ etc)
and
b: "Run as Administrator"?

If you do those two things, I'd think it would work fine.
